Developing Search & Rescue and other Emergency Services
The report of the International Search and Rescue Advisory Group (INSARAG) Emergency Response Capacity Scoping Mission which visited Nepal in May 2011 made clear that training first responders – emergency health services, search and rescue (SAR), municipal fire services – is prerequisite for effective Disaster Risk Management in Nepal.
The INSARAG report also made recommendations to ensure development of institutional capacity in urban search and rescue (USAR). A major disaster affecting the Kathmandu Valley would damage the airport and road networks and isolate Nepal from international assistance. This makes the development of national urban search and rescue capacity essential.
Flagship 2 will support in developing an action plan and framework to enable the Government and other stakeholders to address the challenges inherent in the field of search and rescue and major emergency services.
